Are they the same?

1. He broke the world record the second time.

2. This is the second time he has broken the world record.

Can I say " He broke the world record twice" . Is it the same as the second one. Thanks.

However, once you have broken an old record, you have (by doing that) set a new record, and then you hold the world record (until someone breaks it again). I'm thinking of things I've heard while watching the Olympics, and it's more likely you'll hear "He has twice held the world record in this event."

But you can imagine someone saying "He has been in the Olympics twice, a

this is another instance where both sentences mean the same.
