The school ratified the policy last year.

Hi

Is this sentence OK, especially the underlined parts?

The policy on extra payment has been there since 1990, but it lay dormant for many years. Only last year, the company ratified it again.

lay dormant = (the policy was not in use/in effect) the company ratified it again = to formally accept something (in this case the policy on extra payment)

They sound a little out of place there, but I am not sure what has happened. Perhaps this?—

The policy on extra payment has been in place since 1990, but it has not been implemented for many years. Only last year, the company reconfirmed it.
