The scale/degree/level at which it acts/runs/operates

Nanotechnology is any technology defined primarily by the scale at which it acts: one billionth of a meter.

Hi,

Is it all right to replace "scale" in the above with "level" and "degree," and "acts" with "runs" and "operates?" Thanks.
