The same goal as

Hi!

Which one of "men" should I use in order to deliver a correct meaning of the following sentence?

1. Woman have to work harder to reach the same goals as men.
2. Woman have to work harder to reach the same goals as men's.
3. Woman have to work harder to reach the same goals than men do.

My thinking is that:

1. is less likely to be correct.
2. is fine because " the same goal as men's" means " the men's goal."
3. is also okay because "men do" imply " men work to reach that goal," SVO VS SVO, comparing apple to apple here.
