The "S" in State

Should the word "State" be capitalized here because it's referring to a specific state of the United States? Or does it not matter?

"I have some of the most powerful men in this State at my beckon call!” he told him.

No. State is a common noun, unless it is part of a proper name, e.g., U.S. Department of State, Washington State University. You may often see the word capitalized in phrases like the State of Minnesota, but I consider this wrong.
