The Russian Order of St. Andrew

At the beginning of his reign, he was content to wear the broad blue ribbon of the Russian Order of St. Andrew; then he switched to the Prussian Order of the Black Eagle. He often showed off a ring containing a miniature portrait of Frederick, which he announced was his most precious possession.

Could anyone explain the meaning of 'order'? It looks like a badge, but I don't find such a entry on the dictionary. Thanks!
