The role of preposition 'to' in 'retiring from government service to the Cheoneunsa'

* Cheoneunsa - An once-upon-a-time-dynasty-built temple in Korea

Yi composed the text after retiring from government service to the Cheoneunsa monastery on Duta-san mountain in http://en.wikipedia.org/wiki/Samcheok, in present-day Gangwon province.

I'd like to know whether "to" modifies "service" or indicates the result of "retiring from government."
Thank you in advance for your help.

"To" doesn't modify anything. It's the preposition of the prepositional phrase "to the Cheoneunsa monastery," which is an adverbial phrase of place, modifying "retiring."
