The roads are too congested/packed/plugged

Let's go out to eat after rush hour because the roads are too congested now.

Is "congested" in the above interchangeable with "plugged/packed?" Thanks.

Wouldn't it be "traffic jam" as well? We can say: "They were stuck in the traffic jam"
