the requirements and responsibilities
This policy outlines the requirements and responsibilities of staff who are involved in the prescribing, administration, supply, storage and disposal of cytotoxic medicines. It also outlines specific requirements for other related medicines or medicines requiring specialist handling.
Please explain to me the use of "the" before "requirements and responsibilities". I do know the basic rules but in academic writing and official documents I struggle to use it correctly.
