Does "the Republicans could well end up with a Democratic President" mean "the Republicans would have to put up with/accept a Democratic President"?

If the Democrats win the next election, the Republicans could well end up with a Democratic President and a Democratic Senate. The Republicans would have already spent all of their political capital and would have no ability to block an even more liberal justice.
