The Reported Speech

In English, why tenses are back-shifted in the reported speech? Actually, I know that, but I am not getting it. It doesn't make sense when I apply it to my language. In our native language, we only back-shift the time word, place,and demonstrative,like tomorrow, yesterday, that, there, etc.
