The Rephrasing

Hello,

Could you help me please to rephrase this sentence?

This is from Adrien Brody`s speech again.

"It doesn`t really come out in slow motion, but it doesn`t really ring a bell."

'It' or his name wasn`t announced in a slow way but it didn`t sound familiar to him.

Why does he use The Present Simple and not Past Simple or The Present Perfect Tense?
