The reason/for this(or that) reason

1. Could you tell me what is the difference between A and B in square brackets of the following sentence and which one is preferred between them?


It is [A. the reason / B. for this/that reason] that clear criteria and controls should be implemented to ensure that cloned animals are prevented from entering the food chain.


2. Can A or B be replaced with "this/that reason" in the same sentence? That is to say, does "It is this/that reason that clear criteria ~" also sound natural?
