The reason so little ever gets done

Mrs Huxtable smiles. She has extracted from the rector an implied disagreement. She knows from her long experience of committees how important it is to provoke the opposition into revealing its true colours. The reason so little ever gets done is that the English middle classes are cripples by politeness. Face to face, they will not confront each other, and so their conflicts are rarely resolved.

What’s the meaning of the yellow block?

Mrs Huxtable realizes that the hindrance in getting a work done is the courtesy the the middle class follows. Their gentle and obliging manner impedes them to speak out their mind. And so they rarely get to solve the issues between them.
