The question of when

Hi Friends;

Would you explain the structure, and perhaps the meaning, of this sentence? I can't get it at all.

"The question of when to rely upon axioms which, up until this point had still regularly been based upon ‘clear and distinct ideas’, therefore became crucial."


I realize that a question became crucial!! but what question? I don't know.
