The question of " if"

I don't know if he will come. This sentence is correct in my textbook. But the other sentence show " I don't know if it rains tomorrow."
What is the difference between these sentence? And what if I change " rains " into "will rain", then is it correct ? Or it becomes to be used in another condition?
