The question is that whether...

Could you tell me if these sentences below sound natural?

1) The question is that whether he intended to do so or not.

2) The question is that if he intended to do so or not.

3) The question is that when he will arrive here.

4) The question is that what he wants to do.

I know I can say all the sentences above without "that". (eg. 5)
But I'm not sure if I can say with "that" before interrogatives

5) The question is whether he intended to do so or not.
