The question is can you use?

I have a doubt if you could use the following first sentence to mean the second.

1) The question is can you use Englishforums to ask your questions?

2) The question is if you can use Englishforums to ask your questions.

(2) should more properly be: The question is whether you can use EnglishForums to ask your questions. However, "if" for "whether" is common outside formal or careful English. (1) does not read well to me.
