Yeah, I agree. Unfortunately this sentence is out of context and I can only guess that there might be also other punishments when you speed too often. For example, in some countries you may lose your driving licence.

Either way, thanks CalifJim for your thorough answer. Mainly I was curious whether we can add 'the first time you get caught' like in this sentence.
