Please let's have a look at this sentence:

The punishment for adultery by Puritans was prison.

1) Is it grammatically correct?
2) The phrase "by Puritans" sounds strange for me in this context. Does it mean that Puritans actually punished people this way or they only believed that prison should be a punishment in such situations?
I am only referring to this sentence - not to the history.
3) How would you put it without "by"?

1) As a sentence, yes, I think it's OK
