Perhaps improving the effectiveness of the parliament and the public service, and increasing the level of funding are key steps in developing the country.

Hi all

I was wondering if I need a comma before the bold 'and'. Also is it problematic that I have two and's in the sentence?

I know the problem. I often put a comma there to clarify. (The rule is that there cannot be an odd number of commas between subject and verb.)
