"The public is " or "The public are"?

All know that but you. The public ___ asked to write down their names in the book.

Hi Correct me if I'm wrong but I think 'are' is the best choice here because then the emphasis is on the individual member writing something in the book. Since 'public' is a collective noun , I don't see why a singular form (is) is not possible. But still I would go for the plural (are).
