“Proximity to public transport plays a big role in the prices of apartments.”

Are both possible or only the second one?

I guess, but I would always go for the second one. "Proximity" repels the article in this context, and I don't know why. "Availability" goes the other way, "The availability of pastries is an important factor in choosing a country to live in." Again, I don't know why. Maybe it's "to" vs. "of".
