the proportion to?

Hi! everyone.
Could you rephrase this sentence?
The proportion of trucks to cars on the roads has changed dramatically.
Does it mean the quantity of trucks on the road has become less or more than cars or both the cars and trucks are no more in suitable quantitative relationship with each other?
Thanks!

The only thing that this tells us is that the number of trucks relative to the number of cars has changed.
