The pronunciation of 'to', 'too' and 'two'

Is it true that the pronunciation of 'to', 'too' and 'two' is the same and even native English speakers figure it out in context? Or is there a subtle difference I should know when I pronounce each word? What do you native English speakers think? Thank you so much as usual and Happy New Year!

"too" and "two" are the same. When stressed, "to" is also the same, but most often it is unstressed and tends to degenerate to /t?/.

All of a sudden, I was wondering when 'to' is stressed, is there an more emphasis on to infinitives than to /t?? Or whether 'to' is stressed or unstressed, there is no difference in meaning and emphasis? What do you think? Thank you so much as usual!
