The pronounciation of shrugged

Hi,

I remember when the ending of a verb is a vowel, we pronounce the verb with the ending of a "d" sound. In contrast, a "t" sound for ending in a consonant, right?

However, sometimes, like the word "shrugged", it seems the pronounciation is "shrug-id" instead of "shrug-d". Is it correct? are there any exceptions?
