The problem of pronoun

The passage below comes from a website as follows:

That means survival could ultimately depend on getting the human population below its carrying capacity. ( ? ) Otherwise, without population control, the demand for resources will eventually exceed an ecosystem’s ability to provide it.

I'd like to ask a question regarding the underlined 'it'.
It seems to represent 'resources'.
(Am I right?)

Even if I am right, there still remains a problem.
Since resources is plural, the pronoun to indicate 'resources' should also be plural; that is, the 'it' in the sentence should be 'them'.
(Do you agree with me?)

Another possibility, 'resources' can be used as a single noun like 'means' as in 'A means of doing something.'
(Is there a possibility that 'Resources' in this context used in this way?)
