Since resources is plural, the pronoun to indicate 'resources' should also be plural; that is, the 'it' in the sentence should be 'them'.
(Do you agree with me?)
Another possibility, 'resources' can be used as a single noun like 'means' as in '
A means of doing something.'
(Is there a possibility that 'Resources' in this context used in this way?)
