Which of the following sentences is correct?

1) The price of petrol has risen by 15% over the past year.

2) The price of petrol has been rising by 15% over the past year.

3) The price of petrol rose by 15% over the past year.

If all three are possible, do they mean the same thing?

If not, when should I use each of them?
