The president will accept half of people living in Syria to Turkey as immigrants

Hello my friends.

" The president will accept half of people living in Syria to Turkey as immigrants. "

I am not sure about the part "to Turkey as immigrants" which is too far away from the verb "accept".

Do you think that the sentence is okay currently?

I am thinking of altering it like;

1-) As immigrants, the president will accept half of people living in Syria to Turkey

or

2-) As immigrants, the president will accept to Turkey half of people living in Syria.
