The President footsteps or The President's footsteps

Hi teachers,
Which one is right? It is supposed to be a headline for a newspaper.
a) The new President will follow the old President footsteps.
b) The new President will follow the old President's footsteps.

Only #2, but president shouldn’t be capitalized there. (I’m treating it as a normal sentence, not a headline, which is usually a fragment in all capital letters.)

I haven’t seen many headlines capitalized like this. In my experience, most of them are in all capital letters, and some are capitalized like normal sentences.
