The present tense/ the present perfect tense

Anthropologists say that the arranged marriage is actually common throughout history, with even colonial Americans approaching matrimony in this way. Today, in fact, as many as 60 percent of the world's marriage are still arranged. There appears to be two main reasons why arranged marriage has never gone out of fashion.

I think in the underlined clause, not the present tense, but the present perfect tense or past perfect tense should be used.
So I was wondering why the author used the present tense.
