The poor is singular or plural?

The poor have much trouble.

The poor refers to all the poor people.

Maybe that's because "cow" is a noun, while the word "poor" is an adjective. In English, there are some adjectives which - when preceeded by the definite article "the" - can be used to denote a category.

Another, common way is to use the plural, cows. With the plural, the is not included.

The cow refers to one cow. If you put 'cows' then it will be followed with an 'are'
