The poor is singular or plural?

hello....i am confused now..some freinds said that the poor word is singular but the others said the poor word for plural...which one is correct

a. the poor has much trouble

b.the poor have much trouble

but here why it will be??

Maybe that's because "cow" is a noun, while the word "poor" is an adjective. In English, there are some adjectives which - when preceeded by the definite article "the" - can be used to denote a category.
