The police saw him leave

Hello,

I was taught that "see" in the passive voice is followed by full infinitive, therefore a sentence "The police saw him leave" becomes "He was seen to leave ..." in the passive voice.
I'm wondering if the rule applies to "watch"? Is it correct to say:
"He was watched to leave .."?
