Hi,
A survey/election is conducted.
1. 30% of respondents have reported that they . . .
2. 30% of the respondents have reported that they . . .
3. 30% of all the respondents have reported that they . . .

1. 30% of voters have endorsed . . . 
2. 30% of the voters have endorsed  . . .
3. 30% of all the voters have endorsed . . .

I see all of them used, especially #1 and #3. Are all grammatically correct?
