The picture on this TV set is poor

Hello,

In this sentence I''m trying to say that the signal is weak and therefere the picture is bad (maybe it snows). Is it correct to say: "The picture on this TV set is poor"?

But when I say "The picture is poor" would I convey the meaning that I'm talking about TV and not about a painting?
