The phrase "that much"

Hello all,

I would like to know the nature and function of the words in the phrase "that much". Here is the context:

"NOT every scrap involving armed groups in the same polity is a civil war: on that much the experts agree."

This sentence was borrowed from an article in The Economist.

My guess is that "that" is an adverb and "much" is a pronoun. The phrase "on that much" is an object for the verb "agree".
