The perpect tense

Few people enjoyed prosperity of economic development in China then, but most of the others had suffered by the very development causing/to cause serious inflation.

1. Is this sentence fine? If not, please correct it.

2. If the sentence is okay, which one is better between 'causing' and 'to cause'?

3. How about "Few people enjoyed prosperity of economic development in China then, but most of the others suffered by the very development causing/to cause serious inflation."? In this sentence, the past tense can not be used?
