the Past in the Past

I’m writing a report on some work i did last year, so the entire report is in simple past. Now which sentence is correct (simplified version, the original sentence is much longer and more complex):
[1] The structure was constructed with sub-standard material.
[2] The structure had been constructed with sub-standard material.
I want to express that I DID NOT construct that structure (I sense that the first sentence implies that; am I correct?) and also that IT IS STILL in its original condition.
