The Past Continuous Tense

Hello,
Could you help with the sentence below?
I have encountered a similar sentence in a grammar book:

The man offered to teach the little boy. The boy accepted the offer and soon was having regular lessons.

What is the explanation for using the Past Continuous in this sentence? Is it because it describes a long, regurarly-repeated action? Could the Past Simple be used in this sentence as well?
