The passive infinitive

Hello,

I would be grateful if anyone could explain me this:

"All systems are to be checked." --- Is there used be + infitiniv to express obligation (same as: supposed to)? Or is it just normal passive infinitive and if so, when we should use it?

or

"All systems are checked."

Another examples:

"There are a lot of things to do here."

or

"There a lot of things to be done here."

What are the differences in the meaning of all sentences mentioned?
