I wonder if it's true that the key to decide how to pronounce 'The' before consonant sounds lies in intuition?

Eg., The uncle ( it will be pronounecd as 'thi' and not the)

The United States of America (it's pronounced as the and not 'thi' if I am not wrong ).

or the hen and the hour(it is pronounced as 'thi' before hour am I right?).

A teacher told me here, that the key to choosing between an and a lies in the pronounciation rather than the spelling and I thought that perhaps with theit's the sameEmotion: embarrassed.
