the or not

She is the woman with the short black hair. (1) She is the tall one in jeans. (2) She is the woman in a T-shirt and jeans. (3)

Why is that in (1), short black hair is precceded with "the", while in (2) and (3) no "the" precceds the nouns?

I would write " She is the woman with short black hair." without "the". Thanks for your opinion.
