"The" or no article?

In a sentence such as "This article also addresses the over-representation of aboriginal children and families in the country's child protection system" does one need to use the definite article ('the') before 'over-representation'? When is it necessary and when is it not? Please explain.

I don't think it is necessary here. It often isn't, I think, if the specificity is otherwise clear (as here: 'in the country's child protection system').
