The omission of repeated words in a nonrestrictive relative clause

He mad to run after Tom, who kicked him in the butt.

I'd like to know if "made to" is implied after "who."
And I'd like to know in nonrestrictive relative clauses, if I can omit repeated words.
Thank you in advance for your help.

He mad to run after Tom? That isn’t English and I have no idea what it’s supposed to mean. If you meant made to that doesn’t make sense either.

What is with you and omissions? There are no implied words after who; the relative clause means exactly what it says. Tom kicked someone in the ****.

There is something wrong with your base sentence. It is ungrammatical.

Tom and "who" are the same person. You seem to think "he" and "who" are the same person, which is wrong.
