'the old' refers a group of people who are old, doesn't it?

Can I say, 'Although Tom lives in ABC hotel where many the old resides, he was different from them'.

Or should I say, 'Although ~~ many old people reside,~'?

[= Quite a few old people in that area live at the hotel where he resides]

You are right to question whether we should say "the old" in that way
