Can I say,

You can say however,

There are twenty numbers ....in the raffle drawing

It might make sense in a horse race, where each horse has a number on its blanket. The announcer says "There is number 30, in the backstretch, gaining on number 4!"

Also in sports, the players have numbers on their uniforms and can be called by their numbers. There is number 20, going on the field to replace number
