The next-to-last page

Most of the answers come easily to Zinkoff, until on the next-to-last page he arrives at a question that stumps him:

Who is your best friend?

Does "the next-to-last page" in the above mean "the next and last page" or something else? Thanks.

I love the word 'penultimate'. It's one of several words that I learned in a foreign language before learning it in English. Other favorites, for the same reason, are 'soporific' and 'ephemeral'.
