You could say because "next" makes something specific, or just accept that "the next ~" is the set expression. "a next ~" is unusual (possibly could be used in negative sentences, e.g. "There won't be a next ~").
"next ~" (no article) is used with time expressions, e.g. "I'll see you next week", and
