The name of author who wrote The Star-Spangled Banner...

I hope the following sentences are correct. Would they still be correct if I had used is in place of was?
1: The name of author who wrote Harry Potter was J.K. Rowling.
2: The name of author who wrote The Star-Spangled Banner was Francis Scott Key.

Hi Jackson -- "The name of the author who wrote..." seems unnecessarily complicated. Why not simply:

The author of Harry Potter is/was J.K. Rowling.

The author of the Star Spangled Banner is/was Francis Scott Key.

Also, although I think it's okay to refer to Francis Scott Key as "the author of the Star Spangled Banner," I would not refer to him as "the author who wrote

The composer who wrote the music was John Stafford Smith.
