I know that "The most" could be a superlative adjective, but in here I was trying to understand the other meaning of "The most" which can be used as a quantifier and refers to the noun, in here "politician".

Well, grammatically yes, but I don't know the differences in the meaning and I don't know what are the differences between "The most" and "Most" in the meaning. Would you please explain it in your example?
